Frequency, cache latency and timings are not extremely important as long as your sticks come in matched pairs. RAM: aim for a minimum of 16Gb dual channel sticks. PT hates CPU power spikes and virtual cores, so disabling these features in BIOS would go a long way. This is, again, to get the best stability. The same applies with the physical core count in opposite to the thread count. Oh, and it is the base frequency what's important, not the max. i9 is just not worth unless money is not s subject for your friend, of he/she will be working in huge projects. i7 would be a good way to go, but the newer i5 (11th gen onwards) are incredibly capable for the price. Look for a good balance between high frequencies and core count. You may be lucky and get away with it, but Intel CPU is the way to go to ensure the best stability.
